Why it's built this way
The refusal is the product.
An assistant that invents a plausible answer about your own prices is worse than no assistant, because you can't tell the two apart. The sheet only has 4-inch and 6-inch. Ask for the 8-inch and a normal chatbot will split the difference and sound completely sure.
This one stops at the edge of your documents. Every fact it gives you carries the file and the row it came from, so you can go look. And it prints a list of every file it couldn't read, with the reason — because a quiet omission is how these systems start lying.
